how to publish abroad?

hello. new in the site and very glad i found it!

i'm working on a fantasy book series. finished the first book, and want to know what my next step should be?

my goal is to publish the series in england. i talked with people in this business, some told me to edit the book first in my own language and only then to translate (all with professional editor\translator), some told me that the translator edit anyway then i should save my money and since i want to publish in the uk, some told me that there is a different between american translation and british.

so what should be the next step i need to take with my book after i finish it? to who do i turn first?

and after the above, (since i live in israel) how should i search for publications?

After watching 'Magic beyond words: The JK Rowing story' I'll say to get published where you live at the moment, and if it does well, you can ask your agent/publisher about getting published in other places of the word.
