At the bottom of a short story, should I add " The End"? Thank you very much!

I usually don't for my short stories, but, on the other hand, there is a certain satisfaction about writing those two little words. See what suits your style. If you want to, go for it (it can always be edited out later if needed).

It depends ;)

If you're posting as a short story (eg. in a competition, on a site specifically geared towards short stories, in an anthology etc) then there's no real need.

If you're posting on a mixed site, however (eg. peer review site) then personally I would. Otherwise you tend to get comments like 'I can't see where this novel is going' from...let's just say inexperienced readers, which gets frustrating in the end (sorry!)

Best of luck :)
