I recently came across this in the guidelines for Creativate National Writing Competition 2016
"The judges’ decision is final and not subject to appeal. No correspondence will be entered into regarding the decision. The total awards/prizes that UKCA is planning to award in the competition are as follows: one Creativate Award, which consists of £250 and a writing course grant, one New Voice Award, which consists of £75 and a writing course grant, and two runner-up prizes of £50 and a writing course grant. Both winners and runners-up will also be featured in the UK Creative Arts Annual Report 2016, and on the front page of the UKCA website. However, UKCA reserves the right to modify the prizes, and/or not award certain prizes if the quality of entries is deemed by the judges to be insufficient, and/or if the number of entries is deemed by UKCA to be insufficient."
I've never come across it before - Is this kosha or a scam? Do they have to return entry fees if insufficient numbers apply?

If this is the one you mean, I found it via a site sponsored by the Arts Council of Great Britain, so it looks pretty sound.
If you have any questions for them, they can be contacted through a box at the bottom of the Creativate page - http://www.uk-arts.org/writing/4591497934
