Does anyone know about any Creative writing course scholarships in UK or USA for people outside these countries.

The only way to get a scholarship is to have exceptional grades in school from exams (and proof of these) perfect attendance and a lot of stuff to show to people. Scholarships are usually not full, they are half or reduced finances e.g. £8,000 finance would be cut to 4.
In some universities in the UK if you have a parent working there you are entitled to reduced or free tuition, but these are still rare and under strict terms and conditions.
Trying to get a scholarship is extremely difficult as there are millions of others out there trying for the same thing with only one or two places (literally)
There is no harm in trying but be warned that it is very difficult. Private places that teach adults will NOT give scholarships so your best bets are universities. The States offer more than the UK.
