Does anyone know if I can use fictional place names which are mentioned in other books, but not actually described or used in any other way?

You might get into trouble doing that unless it's a specific homage, in which case you'd probably be ok.
If the name's fictional why not make up your own? I've done that and no-one grumbled, though admittedly they were historical novels and one was a fictional Spanish town but dropped in amongst real towns and villages.
