The quote you have given sounds a tad none-standard for an agency, but then it isn't really clear what they are referring to.
It says basically that their business is to pass your manuscript around the marketplace and find a publisher willing to take you, but it is not clear where the 10% comes from.
Normally on acceptance by a publisher, the publisher would pay the author a one-off payment called an advance and the agency would take their commission from this payment (usually between 10-20% depending on the service). So if you were given an advance of say £100,000, your agent would take out £10,000. you keep the rest (and any royalties paid to you from book sales).
What is confusing here is the word 'royalties'. I associate this with payments earned on the sale of a book and paid to the author, not as the commission from an advance.
Perhaps you could ask them to confirm what they mean.
