I'd never use caps - it looks amateurish. Exclamation marks, or a phrase like 'Oh, for god's sake' or a description of the speaker's sudden angry movements will convey the same thing.
Body language is very useful. Look at someone who is shouting, and see how they go red, or pale, or they stick their hands into their hair, or physically shake. All of that sort of thing can provide the information to the reader so that they know what the speaker sounds like.
What leads up to the shouting may make it obvious. Context is important.
