Percentages on Agent lists

What do those "USA 20% UK15% Translate 15%" mean in the list of Agents?

Agent rates used to be 10%. At least that's the famous amount quoted in old films and books.

One might think that British agents charge 20% for the USA, because they're having to deal with publishers and publicity in a country where THEY aren't. But - from all I've seen - 20% seems to be the standard for US agents, so it's probably a case af British agents charging the going rate. (Very few agents will underbid them.)

They're usually agent commission rates. 12-15% is about average. 20% seems high but I'm no expert.
