If you consider the photos are so important (and you suggest they are integral to your book), why not send a sheet/s of photocopies? If they are lost they will not have cost you a great deal, and they would give the publisher’s reader something to consider.
Never send original photographs.
If sending as an e-mail attachment, then my cost considerations do not count.
