Jasmin makes an excellent point regarding the percentage of nothing.
My question is % of what? Cover? Net? Gross? Is this print or ebook? Research the companies. Also, The Society of Authors offers a contract vetting service. I've heard good things about it but I've never used it.
I'm also thrown by your use of "working" - is this book finished? If not: run, as far and fast away as you can. A reputable publisher does not offer on unfinished work, or on a partial MS.
