A short story can have any number of characters as you feel fit, though each should have a role to play. Number of pages are irrelevant, usually for a competition, a short story is is a certain word length, say, less than 2000 words, or between 2000 and 4000 words etc as dictated by the guidelines for the particular competition. This makes each word relevant. Otherwise, just write and see how long it is when you have finished,you never know, that short story may turn into a novella or series of novels!
