Do the titles of chapters count towards the word count?

As Jennifer said I don't think you should be concerned if you are writing something of novel length as you can easily work out your net word count and if you're aiming for 180,000 they will have very little effect. The danger area is where it's article length or short story length where you have less of a word limit to play with
As far as I can tell, word count is used to measure two things; number of pages, and work classification.
The first, gives the publisher an idea of how many pages a book would be, thus giving them a cost to produce, they don't make enough of an impact to the overall word count for you to worry about it.
The second, determines whether it is considered a short-story,novella or novel etc.
