There are many great publishers out there, Scholastic, Bloomsbury, Hachette group, Random house, Harper Collins etc. Question part-A- What publisher is best for books focused on dragons? and part-B- What publisher is best for books in the magic genre?

Good luck with your search to find a publisher. I thought the Tor Open submission might suit my book but mine is (Tween) YA and far too short. I hope you find somewhere interested in your work.
Actually Tor relatively recently opened direct submissions...you'll have to check that it is currently still open, they said the offer is indefinate but there is the work load to consider! :)
Louise makes some good points. However if you just wish to be aware of what pubs/imprints cater to Fantasy, and its sub genres, I would suggest just going to your local bookshop/library. Go to the relevant section and check out the logos on the spines...make notes.
That's the easy bit....finding agents that accept/focus on this genre is harder ;)
Side note: There does seem to be an awful lot of small/indie presses for SFF. Perhaps check these out (Google communities is a hot spot).
