No. Admittedly shy word lengths that are deemed a 'novel' is one of my pet peeves. There is certainly an overlap between categories, as it also depends very much on the nature of the story itself.
1k Flash/Micro fiction
1k-7k Short Story
7k-20k Long Short Story/Serialised
(20k-50k Serialised)
50-70k Novelette
50-70k YA Novel
80k-130k Novel, depending upon genre
130k+ An already published author who is likely writing an epic fantasy ;)

Personally I would put a word count a lot lower for a short story... but - I wouldn't really measure that way.
I think that a short story is simply one that is very direct and to the point while anything longer increasingly develops depth in issues and characters.

The average novel is 70,000 words. But I believe that 60,000 words qualifies as a contemporary novel. However, The Great Gatsby by F Scott-Fitzgerald was 47.094 words and Wide Sargasso Sea by Jean Rhys was 192 pages and under 60,000 words.
