Today I was working in my local library and as I was sorting the books out I can across one that said 'Not to be sold in the US' it's called Whit by Iain Banks... Why isn't it allowed to be sold in the US?

Yeah, it's territories. UK & Commonwealth is a separate market to US, so a publisher could buy only those rights, leaving the US option still up for grabs. Thus, the first publication is marked as 'not for US.'
Territories and rights can get very confusing, which is why I'm glad I have an agent to take care of it!
I *think* that it has to do with that particular edition of the book and it's taxation (or maybe copyright?). A diff edition will be available in the US.
