The yearbook will tell you if publishers will accept submissions but there's more to it than that. Would you, for example, be confident negotiating your own deal if they liked it or, like me, not have a clue what you were supposed to be asking for? Of course you could get an agent at that point but if you're going to have one anyway the larger houses at least will look more readily at things pre-filtered by agents. That's what I've gathered from resources anyway! Hope that helps and good luck :)
