Do you develop the stories Plot before you start to write?
Or do you just soldier on, and develop it as you write?

Well, as the writer of this question, I am amazed by the comments it has sparked, and congratulate you all. Actually, I can see merit in all your answers and think it might be "Different Strokes for Different Folks."
When I started writing, I didn't plan. But now I do have chapters that prompt me.
